Transportation Safety Action Plan (TSAP)

Philomath TSAP

The Transportation Safety Action Plan (TSAP) aims to improve road safety for everyone in the City of Philomath. Our goal is to make our roads safer by addressing traffic risks, especially for people walking, rolling, biking and driving. We’ll use data to pinpoint where crashes happen and understand what causes them. Then, we’ll work to design safety solutions that meet local needs.

TSP Team

Corvallis and Benton County started their TSAP efforts in 2025, using the same consultant as Philomath, DKS and Associates.

Focus

The TSAP will cover all Philomath roadways, including Hwy 20 and county roads within those in the urban growth boundary.

The TSAP will focus on:

Speed Limit
  • Reducing serious crashes and injuries on City roads, prioritizing areas where crash rates are high.
  • Recommending specific safety improvements for rural and high-traffic corridors, especially those lacking shoulders or bike lanes.
  • Improving bike safety along key corridors by studying traffic patterns, gathering community input, and identifying infrastructure gaps.
  • Developing strategies to enhance safety for vulnerable travelers while ensuring an efficient and competitive transportation network.
  • Establishing long-term goals to make City roads safer and tracking our progress along the way.

Timeline

The TSAP will being in January 2026 with public outreach and an online survey, followed by Task Force engagement to review data collection and recommendations, and finishing with review and approval by the City Council by the end of the calendar year. This approach ensures community input, data-driven decision making, and coordinated efforts to improve transportation safety.

Safe System Approach

A TSAP works with the Safe System Approach which is a way of designing and managing roads, communities, and transportation systems to keep people safe. It looks at the big picture and considers all the factors that can prevent accidents and reduce harm.

Task Force

Task Force

The Task Force is made up of representatives that represent a range of transportation interests, from everyday commuters, school officials, law enforcement, public works, and others with backgrounds in the transportation industry. Their job is to share local knowledge and ideas to make sure the TSAP meets the needs of the community. Task Force members will also review the final plan and make recommendations for approval to the City of Philomath City Council.


 

Help Make Philomath Roads Safer - How can you get involved?

The City of Philomath is working to improve road safety for everyone in the City, whether you walk, bike, roll, drive, or use transit. We need your help to identify safety issues and prioritize where to make improvements.

The project team will develop recommended safety improvements at high priority locations around the City. The plan will also includes citywide strategies to address risky driving, roadway departures and intersection safety. Is this the Same as the Transportation System Plan (TSP)?

A TSAP and a TSP work together to improve how people get around safely and efficiently. The TSAP focuses on preventing crashes and reducing serious injuries or deaths by identifying specific safety issues and solutions. The TSP looks at the bigger picture, planning how the entire transportation system, such as roads, sidewalks, and bike paths, which will grow and change over time to meet the community’s needs. Together, they create a safer and more effective system for everyone.

How is this Different from the School Circulation and Safety Project?

In 2022, the City Council and School Board worked together to identify safety concerns around Philomath schools and prioritize improvement projects to address the most concerning areas. The TSAP will use information gathered during the School Circulation and Safety Project into account, but the focus will be city-wide, with recommendations to improve streets and intersections with a high number of crashes injuries, and traffic-related deaths.

How is this funded?

The TSAP is funded through regional transportation funds provided by Corvallis Area Metropolitan Planning Organization (CAMPO). By aligning with the State’s Safe Streets 4 All Program (SS4A), the City of Philomath will be eligible to apply for future funding to implement priority projects.

A TSAP turns the Safe System Approach into clear, practical steps to improve safety. It brings together all the key elements, like safer roads, lower speeds, and better enforcement into a complete plan to reduce crashes and protect people. By following this approach, the City, partner jurisdictions, and stakeholders can work together, ensuring their efforts and investments are aligned to tackle the root causes of serious crashes and save lives.

Safe Road Users

  • Encourage safe, responsible driving and behavior.
  • Create conditions that allow them to reach their destination unharmed.

Safe Vehicles

  • Expand vehicle systems to prevent crashes.
  • Minimize the impact of crashes on those in and out of the vehicle.

Safe Speeds

  • Promote safer speeds in all roadway environments.

Safe Roads

  • Design roadways to mitigate human mistakes, account for injury tolerances, encourage safe behaviors, facilitate safe travel for VRUs.

Post-Crash Care

  • Enhance the survivability of a crash.
  • Create a safe working environment for first responders.
  • Prevent secondary crashes.
