City of Philomath Utility Billing staff are available to assist you in setting up an account. Call 541-929-6148 ext.1 for assistance.
Service Shut Off
If your service is scheduled to be shut off for non-payment, you may pay online. If you are paying on the shut off date, you must pay the minimum due and notify the Utility Billing Department of the electronic payment by 9:00 a.m.
In our ongoing efforts to better serve the community, the City's Finance Department has partnered with Xpress Bill Pay, for an online bill payment system to provide secure, online payment services for your water and sewer bill.

- If you are already signed up with Xpress Bill Pay, log in with your e-mail address and password in the "Existing Users" box.
- To set up a new account, Click the "New Users" box. Follow the instructions on the screen. You will need a valid e-mail address to create an account. Once you have submitted your information, you can log into your account.
- Once you've created an account, you'll be able to go online at any time to view and pay your bills.

In person utility payments:
- Payments may be dropped off inside during regular business hours or in drop box located in the City Hall parking lot - do not put cash in the drop box, please
- Payment types accepted: Cash, check, and credit or debit card
Payment due date
Bills are mailed on the last business day of each month. Payments are due by the 16th. Late fees are charged after the 16th.
Past due accounts
Payments on past due accounts with a shutoff notice should not be dropped off in the parking lot drop box.
